Dr. Carl D. Rabun is a leadership development and organizational change expert with more than twenty years of experience designing and delivering transformative learning programs across public sector, higher education, and corporate environments.

Dr. Rabun partners with government agencies, educational institutions, nonprofits, and financial institutions to develop strategic learning initiatives focused on leadership, communication, DEIB, and organizational effectiveness. He has led large-scale training efforts for state and local government agencies and facilitated leadership academies that enhance collaboration, engagement, and innovation.

Along with his consultant work, Dr. Rabun is an Instructor with UC Davis Continuing and Professional Education, Sacramento State University’s College of Continuing Education, and Fresno State University's Bay Area Academy, where he teaches courses in leadership, conflict resolution, strategic planning, and organizational change. He has also supported statewide initiatives such as the Racial Equity, Inclusion, and Belonging (REIB) program for California’s county CalWORKS executives, and the State Water Resources Control Board, helping leaders embed equity and inclusion into public service delivery.

Dr. Rabun has developed and facilitated leadership and culture development programs for private sector organizations, such as Mechanics Bank, B.A.C. Community Bank, Corazo Credit Union and the Mariani Nut Company.

Dr. Rabun holds a Ph.D. in Training and Organizational Performance Improvement, an M.Ed. in Instructional Design, and a B.A. in History from the University of California, Davis. He is a certified MBTI practitioner and an ICF certified professional coach.
